This is for someone with a teeny waist - probably a 24-25in... Look at the two pleats at the sides...just enough volume for the tulip effect.
You can keep it at knee length, but I prefer this look a little shorter. Look at the third photo - I shortened the hem. Go a little shorter for the mini and you are ready for a fun night downtown!
